With reference to your letter (23712) of the
24th ultimo, I am directed by the Secretary of State
for War to request that you will be good enough to inform
me whether an Instructor in Field Artillery or in
Artillery of Coast Defence is required by the Viceroy
of Foo-Chow, and also what his rank should be and what
are the emoluments and duration of the appointment.
